Download the penguin template, print, and cut out the pieces you need.

Start by gluing the belly to the middle of the penguin's body.

Glue the photo in the middle of the penguin's face.

Next, glue the beak over the child's nose.

Create the hat by gluing the hat band to the bottom of the hat.

Now, glue the pom to the top and back of the hat.

Take the completed hat and glue it to the top of the head.

Finish up by gluing the feet to the back and bottom of the penguin's body.
