Download the turtle template, print, and cut out the pieces you need.

Begin to make the turtle's head by gluing the eyes just above and outside the mouth.

Place the cheeks just below the eyes and glue them in place.

Finish off the head by gluing the spots to the top of the head, in between the eyes.

Make the turtle shell by gluing the spots all around the shell.

Take the shell and glue it to the back of the headband base so about 2" are above the head.

Tape a headband extender to each end of the headband base.
