Begin by spreading glue over a whole section of the heart background paper.

Next, start tearing the paper into small pieces. Then, begin gluing them in heart shape template.

Next, place the eyes in the middle of the heart using glue.

Position the mouth slightly below the eyes and glue it down.

Glue the tongue to the bottom of the mouth.
